Landlords in England must hold a satisfactory EICR renewed at least every five years and give tenants a copy. Local authorities can demand it and issue penalties where it is missing.

What the law actually requires

If you let a residential property in England you must have the electrical installation inspected and tested at least every five years, and you must give the tenant a copy of the report. If the report comes back unsatisfactory you have 28 days to carry out the remedial work, and you must be able to evidence it. The local authority can require the report and issue financial penalties where it is not produced. HMOs and commercial premises carry additional obligations, including emergency lighting and fire alarm testing regimes.

Reading an EICR without panicking

Reports use codes, and the codes matter more than the overall page count. C1 means danger present and requires immediate action. C2 means potentially dangerous and requires remedial work. FI means further investigation is needed. C3 is an improvement recommendation only, and a report can be satisfactory with C3 items on it. A lot of landlords get quoted for a pile of C3 work they were never obliged to do. I will tell you plainly which items you must fix and which are optional, and you decide.

Why remedial work is quoted separately

The obvious conflict of interest in this work is that the person finding the faults is often the person selling the fix. I keep the inspection and the remedial quote separate and itemised, so you can see exactly what each item costs and take it elsewhere if you want to. Most landlords do not, but the option being there is the point.

Blackpool's rental and guest house stock

The Fylde Coast has an unusually high proportion of rented property, HMOs, holiday flats and guest houses, and a lot of it is older housing that has been converted and extended over decades. That combination throws up the same recurring issues: circuits shared between what are now separate dwellings, no RCD protection on older circuits, borrowed neutrals, and consumer units that no longer reflect how the building is actually laid out. Those are the things that turn a routine inspection into an unsatisfactory report, and they are much cheaper to deal with on your timetable than on a tenant's.
